FBI Director Confirms Document Tying Biden to Alleged Criminal Scheme
FBI Director Christopher Wray confirmed the existence of the FD-1023 form on Wednesday. The form alleges that Joe Biden was involved in a criminal bribery scheme with a foreign national when he was Vice President. This information was first made public through tweets by the House Oversight Committee and Rep. James Comer (R-KY).
According to the Oversight Committee’s tweet, Director Wray allowed the FBI to review the unclassified record, but the committee has not yet received the requested document. The tweet also mentioned that if the FBI does not comply with the subpoena to produce the FD-1023 form, Rep. James Comer, a senior committee member, will begin contempt of Congress proceedings.

Following that, Rep. Comer took to his personal Twitter account to express his discontent with the FBI. He emphasized that failing to present these documents to the House Oversight Committee would defy his subpoena. The congressman’s tweet indicated that he directly discussed this issue with Director Wray, highlighting the seriousness of the situation.
Chairman Comer said:
“Today, FBI Director Wray confirmed the existence of the FD-1023 form alleging then-Vice President Biden engaged in a criminal bribery scheme with a foreign national. However, Director Wray did not commit to producing the documents subpoenaed by the House Oversight Committee. While Director Wray – after a month of refusing to even acknowledge that the form existed – has offered to allow us to see the documents in person at FBI headquarters, we have been clear that anything short of producing these documents to the House Oversight Committee is not in compliance with the subpoena. If the FBI fails to hand over the FD-1023 form as required by the subpoena, the House Oversight Committee will begin contempt of Congress proceedings.”

Comer and Wray have had a longstanding conflict, which has culminated in recent events. Specifically, the FBI notified the House Oversight Committee yesterday that they will not comply with a subpoena for unclassified documents linking Biden to a bribery scandal.
Comer released a statement about the FBI not providing Congress with unclassified records related to a supposed criminal plan involving ex-Vice President Joe Biden and a foreign individual.
“Today, the FBI informed the Committee that it will not provide the unclassified documents subpoenaed by the Committee. The FBI’s decision to stiff-arm Congress and hide this information from the American people is obstructionist and unacceptable,” Comer stated.
“While I have a call scheduled with FBI Director Wray tomorrow to discuss his response further, the Committee has been clear in its intent to protect Congressional oversight authorities and will now be taking steps to hold the FBI Director in contempt of Congress for refusing to comply with a lawful subpoena. Americans deserve the truth, and the Oversight Committee will continue to demand transparency from this nation’s chief law enforcement agency.”

Last Friday, Representative Comer sent a letter to Wray, demanding answers and accountability regarding the concealment of the crime involving Biden and a foreign national. The committee’s frustration has been increasing, as stated in the letter. It was around the same time that Republican House Speaker Kevin McCarthy publicly issued an ultimatum to Wray, asking for a document that supposedly links President Joe Biden to a bribery scheme. He warned of contempt of Congress charges if the document was not produced.
Contempt of Congress is a crime at the federal level that pertains to the Congress proceedings. Its purpose is to ensure that mandates issued by Congress, usually during committee investigations, are obeyed. If someone is accused of contempt of Congress, it typically means that they have hindered the work of a particular congressional committee or the Congress itself. This is often because they refused to testify or provide documents during a committee hearing or investigation.
Once a contempt citation is issued, the U.S. Attorney for the District of Columbia is responsible for presenting the case to the grand jury for consideration. However, whether or not to do so is up to the discretion of the prosecutor. In such situations, Congress may opt for holding the individual in contempt directly, or for filing a civil lawsuit to enforce the subpoena through the court system. In recent times, the latter approach has been more commonly utilized.
According to sources, the document contains testimony from an informant who claims that President Biden was involved in a $5 million bribery scheme while he was vice president. The informant revealed this information in June 2020, which was around the same time that Ukrainian officials allegedly intercepted a bribe meant to stop an investigation into Mykola Zlochevsky, the founder of Burisma Energy.
