Examining data from a Heartland/Rasmussen survey, the study found that approximately one in five mail-in voters admitted to engaging in potentially fraudulent actions. This included activities such as completing a ballot for a friend or family member, signing a ballot on behalf of someone else, or having a ballot filled out by another person.

The surge in mail-in voting in 2020 marked a historic high in U.S. electoral history, with over 43 percent of ballots being cast by mail.
